Verbio provides only a partial picture of its climate-policy lobbying. It clearly identifies one specific policy, the amendment to the 38th Regulation on the Implementation of the Federal Emissions Protection Act (38th BImSchV), and indicates it “welcomes the decision to amend the 38th BImSchV, which suspends the possibility of transferring the GHG quota for the years 2025 and 2026.” The company is also explicit about what it wants this policy to achieve—namely to “increase the demand for quota fulfilment options, and to support the price of GHG quotas in 2025 and 2026,” and it calls for “comprehensive and effective control and sanctions measures” in the implementation of RED III to prevent biofuel fraud. However, Verbio offers no information about how it tried to influence these measures: it does not mention meetings, letters, consultations, industry‐association work, or any other channel, nor does it name the government bodies or officials it engaged.
