Direct Lobbying Transparency
Overall Assessment Comment Score
Limited Caterpillar provides only limited visibility into its climate-policy lobbying. It indicates that it advocates for a “policy and regulatory environment that supports our long-term success” and that “our commitment to a reduced-carbon future extends to our public policy efforts as we advocate for a thoughtful approach to identifying and advancing policies that support our customers during the energy transition,” but it does not name any specific bills, regulations, or jurisdictions it has engaged on, leaving the actual policies lobbied opaque. The company is clearer about how it engages: it notes that it files quarterly reports under the U.S. Lobbying Disclosure Act that list the legislative or executive branch offices contacted and that it discloses the share of its trade-association dues used for federal lobbying, demonstrating both direct filings and indirect association channels and identifying government bodies as targets. However, Caterpillar does not articulate concrete outcomes it seeks—such as particular emission standards, incentive levels, or timelines—beyond the broad ambition to aid customers during the energy transition. As a result, while the mechanisms are somewhat transparent, the specific policies and intended policy changes remain largely undisclosed. 1
Lobbying Governance
Overall Assessment Comment Score
Moderate Caterpillar appears to have implemented a moderate governance framework for climate lobbying. The company publishes an annual Lobbying Report which provides greater transparency and disclosure of our advocacy efforts and political engagements, including climate lobbying, as well as a description of the oversight and management of these activities. This report outlines measures designed to ensure that any payments of trade association dues and corporate political contributions are processed in compliance with our political spending policies and tracked to support our disclosures in the Lobbying Report, alongside enhancements in reporting thresholds of trade and industry association memberships. Sustainability oversight is conducted at the highest levels, with the boards newly formed Sustainability and other Public Policy Committee (SPPC) that has oversight of climate and sustainability and oversight also extending to the CEO and Chief Sustainability Officer. However, we found no evidence of a dedicated policy or process to explicitly align either direct or indirect lobbying activities with the companys climate policy positions, such criteria for evaluating the climate alignment of trade associations. 2
