"Participation in the public life of the communities in which Iberdrola has a presence is an essential facet of its activities. Company engagement with the communities and, at the same time, conveying its positions to the various Stakeholders are two of the objectives of Iberdrola's public activities. Iberdrola is regularly present in public and private associations, participates in public consultation processes, and maintains contacts with public administrations, among other activities. This participation is governed by compliance with the laws of each country, as well as with Iberdrola's internal policies and regulations. The Iberdrola group participated in 532 organisations in 2022, contributing to their support through the payment of membership fees and other items. Iberdrola participates, both at the global level and in the countries in which it has a presence, in various entities and associations defending its business interests and those of its main Stakeholders. As indicated above, the company decides on its participation in these organisations taking into account the consistency with the Corporate Purpose and Values, among which the energy transition and the fight against climate change are of paramount importance. In this area, the group carries out an annual analysis of the degree of alignment of these organisations with the Paris Agreement and the promotion of the energy transition, as well as with the company's Statements in these areas. As a result of this assessment, the positioning of the organisations is classified as aligned with, neutral or opposed to the one maintained by the company in the related area, and serves as basis for decision-making regarding Iberdrola's future participation therein. The result of the analysis conducted in 2022 shows that 67% of the organisations in which Iberdrola participates are aligned with the company's statement regarding the Paris Agreement and the energy transition. The remaining cases (33%) correspond to organisations whose alignment has been classified as neutral.

In this area, the Group carries out an annual analysis of the degree of alignment of these organisations with the company's Statement of commitment to sustainable development, respect for and defence of Human Rights and the fight against climate change. The Group's professionals responsible for the engagement with each association carry out the alignment analysis, taking into account the extent to which the positions and objectives pursued by these organisations and the activities they carry out are consistent with the aforementioned frameworks. Both the publicly available information on the associations and the knowledge acquired by Iberdrola through participation in their committees and/or working groups are analysed, considering elements such as the real support for the achievement of a net zero emissions target in 2050, the deployment of renewable technologies according to the pace necessary to achieve this emission reduction and the application of the just transition principles on this path. As a result of this assessment, the positioning of the organisations is classified as aligned with, neutral or non-aligned to that maintained by the company in this area, and serves as a basis for decision-making regarding Iberdrola's future participation therein. It should be noted that this alignment analysis excludes associations in which Avangrid participates as a result of the aforementioned legal restrictions. However, Avangrid's Code of Business Conduct and Ethics includes guidance on participation in political and civic activities, and the company has adopted its Political Education Protocol to assist employees in this area and to ensure that such activities are aligned with the company's stated policies and purpose. The result of the analysis conducted in 2023 shows that 72% of the organisations in which Iberdrola participates are aligned with the company's Statement of commitment to sustainable development, respect for and defence of Human Rights and the fight against climate change. The remaining cases (28%) correspond to organisations whose alignment has been classified as neutral. In these cases, in which there is not complete alignment of the organisations with Iberdrola's position, the company continuously evaluates the suitability of its participation therein in order to defend its thesis and, thus, its interests and those of its Stakeholders. Iberdrola also works actively within them to promote its defence of the Paris Agreement and the energy transition. In 2023, no organisation in which Iberdrola participates has been identified that has been assessed as being non-aligned to the Statement.

Iberdrola's group liaison delegate in each organization is responsible for drafting a comprehensive assessment of the alignment of the climate advocacy positions of the mentioned organization with Paris Agreement following the framework included in the group's methodology. The Direction of Climate Change and Alliances will provide guidance on the incidence and relevance of each organization in the context of the global climate agenda. [...] After conducting the previous assessment, if any 'reluctant' or 'not aligned' organizations have been identified, a follow-up plan will be activated. The assessment and follow up plan to tackle any potential misalignment is structured around the following stages: o Identification and qualitative assessment of the key climate positions developed by the organization. - Evaluation of the scale (relevance) of the misalignment. o Detection of the area within the organization where the climate position misalignment has occurred: - Technical working group level - Committee level - Board level o Once a relevant and structural policy position misalignment and its origin have been identified, the company implements the following sequence of actions: - Connection with the liaison delegate of Iberdrola group in the organization. - Reinforcement of the engagement of Iberdrola's group representatives in the area where the misalignment has emerged. Some examples of engagement actions: coordination of policy papers, intensification of bilateral meetings with the members who supported non-aligned positions, increase the frequency of conversations with the secretariat of the organization, or creation of alliances with other members to encourage to counter the association's positions. [...] If the misaligned climate position is not sorted out with the previous measures, a high-level representative from Iberdrola group will connect with a peer from the organization to encourage a reoriented approach. o Should this high-level conversation not meet expectations, an escalation process may be initiated. This process would follow the next steps: - Notification of dissatisfaction with the association's response regarding its misalignment with the 1.5ºC goal through Iberdrola's delegate in the association. - Review of the association's policies and guidelines regarding membership termination or resignation. - Formal notification to the association that an internal process to assess membership termination has been initiated. - Provide the opportunity for the association to have a final conversation with the appropriate person or committee within the association, such as the membership director, board representative, or designated contact person. If the association does not provide a clear and credible action plan to tackle the situation within 12 months, one or more of the following actions will be implemented: - Suspension or discontinuation of membership or support to the association. - Request for the association to refrain from publicly engaging on issues that demonstrate misalignment with 1.5ºC. - Make a clear public statement regarding the disagreement on the policy misalignment in the section of Iberdrola's website where the evaluation of the climate positioning is located. - However, exceptionally, Iberdrola may decide to maintain its membership in the organization, either because there is alignment on other issues of importance to the company's business and operations, or because the participation is strategic from other perspectives, such as transmitting its vision and thesis in the organization to contribute to the progressive alignment of it with the Paris Agreement and the company's climate positioning.

Highlights 2023

• Response for Call for Evidence on the Effectiveness of the Use of Environmental Attribute Certificates in Corporate Climate Targets: The Clean Energy Buyers Association (CEBA)

submitted a response in a Call for Evidence on the Effectiveness of the Use of Environmental Attribute Certificates in Corporate Climate Targets, issued by Science Based Targets Initiative (SBTi), highlighting the importance of market certificates, especially energy attribute certificates (EACs), in grid decarbonization and supply chain emissions management.

• Clean Air Task Force join letter: CEBA and CEBI signed a Clean Air Task Force letter with 15 other companies, academics, NGOs, and data providers, urging WRI and WBCSD leaders to improve location- and market-based reporting in the Greenhouse Gas Protocol's Scope 2 Guidance and to add new and separate consequential impact accounting and reporting disclosures. As the letter notes, CEBA is confident that including these three elements would best ensure the accuracy, effectiveness, and relevance of an updated Scope 2 Guidance.

• Call for Modernizing Federal Permitting: CEBA, representing more than 400 companies and organizations across the United States, in May 2023, released principles calling for Congress to modernize, appropriately resource, and streamline federal permitting for clean energy and transmission projects without compromising the integrity of the environmental review process.

Main actions taken by Avangrid

Avangrid is a member of the advisory board.

Trade Associations: Misalignment with Paris Agreement

In 2023, Avangrid identified in its climate analysis of material trade associations that American Gas Association is not aligned with Avangrid's climate position. Avangrid recognizes that AGA understands the need for climate action, but the institutions differ in their views on the role of natural gas in the future energy mix. Avangrid has invested heavily in clean energy technologies, while AGA primarily represents the interests of the traditional natural gas industry.

Overall, once a relevant and structural policy position misalignment and its origin have been identified, the company will reinforce the engagement of Avangrid̀s group representatives in the area where the misalignment has emerged.
