Moderate Mitsubishi Estate offers a moderate level of transparency on its climate-policy lobbying. It names one concrete piece of legislation—the Japanese “Act on Promotion of Global Warming Countermeasures”—and links its engagement under that Act to “Climate-related reporting,” which it says it “supports with no exceptions.” The company is clear about how it seeks to influence policy, describing work “together with the government in dissemination activities, such as seminars,” its efforts “advocating new accounting and evaluation methods and development of guidelines to the government,” and its indirect lobbying as a full member of the Japan Climate Leaders Partnership, which is “directly lobbying the Japanese Government.” It also spells out the changes it wants to see, pressing for improved Scope 3 accounting guidelines and, through JCLP, urging “specific green recovery measures, such as the introduction of policies to realize PPAs in Japan.” While the disclosure sets out mechanisms and desired outcomes in detail, it cites only one clearly identified policy instrument, so the overall picture is informative but not fully comprehensive. 2

The company "checks the conformity of company policies with government policies" and, through discussions with associations, "checks the conformity of Company climate-change strategies with the positions of industry associations," adapting or developing new strategies as necessary when reporting back to the same oversight bodies. Results from external initiatives are also "reported to the Sustainability Committee" for further discussion, demonstrating a clear governance channel and named oversight. Mitsubishi Estate also publicly affirms it will align its engagement activities "in line with the goals of the Paris Agreement." However, we found no evidence of a defined process for aligning the company’s direct lobbying efforts with its climate policies, nor any disclosure of a dedicated climate-lobbying audit or review to systematically assess alignment. 2
