Huhtamaki discloses only a limited picture of its climate-policy lobbying. It identifies one concrete legislative file—the EU Packaging and Packaging Waste Regulation/Directive (PPWR)—and notes that it promotes climate legislation that is consistent with the Paris Agreement, but it does not name any additional bills or regulations. The company does describe how it seeks to influence the PPWR: it participates indirectly through trade bodies such as Business Europe, EUROPEN, EPPA and Flexible Packaging Europe, and it also arranges direct meetings with EU policymakers, thereby revealing both indirect and direct mechanisms and the broad target of its engagement. On desired outcomes it explains that it wants the PPWR to recognize Life-Cycle Assessments so that “the best overall environmental outcomes” are reflected, yet it offers no other specific policy changes or measurable targets. Overall, the disclosure gives some insight into the policy addressed, the channels used and the single change sought, but it remains sparse and does not provide a comprehensive view of the company’s climate-related lobbying activity.

Huhtamaki establishes a clear point of accountability for its advocacy activities, but its disclosures suggest that the scope of alignment processes is limited. It notes that “Executive Vice President Sustainability and Communications who also oversees Huhtamaki Public Affairs and advocacy,” naming a specific individual responsible for reviewing engagement efforts, and explains that “Subject matter experts in the Sustainability Center of Excellence team work together with the Public Affairs team when planning the engagement activities and responses. This ensures consistency and alignment with our overall climate strategy.” To monitor progress, the company reports that it “have developed a global sustainability dashboard with selected key performance indicators” and that the “Executive Vice President Sustainability and Communications reports to the Group Executive Team (GET), Huhtamaki Board of Directors (BoD) and investors on our progress incl. the climate-related KPIs on a regular basis.” However, we found no evidence of any process for reviewing or influencing the positions of trade or industry associations, nor of a formal board sign-off or independent review mechanism specifically for climate-related lobbying activities.
